Anna Brown provides paralegal expertise on a wide range of matters involving environmental and regulatory compliance and defense. Ms. Brown’s experience includes hazardous materials, weights and measures, air and water quality, infill development projects, and assisting with trial preparation. Ms. Brown assists with implementing hazardous waste disposal compliance under the Resource Conservation and Recovery Act (“RCRA”) throughout California, as well as at the national level.

Ms. Brown has significant experience working on complex matters under the California Environmental Quality Act (“CEQA”), National Environmental Protection Act (“NEPA”), Porter-Cologne, and the Clean Water Act (“CWA”). She has specialized knowledge of the regulatory framework governing controversial land use and development projects, as well as environmental compliance and litigation in California and at the Federal level. Ms. Brown has extensive experience with water law, including expertise in the Water Boards’ cost recovery process and enforcement, citizen suits, and NPDES permitting. Additionally, she provides trial paralegal services in complex technical matters involving environmental remediation and disputed liability actions. Prior to working in the environmental law field, Ms. Brown gained over 10 years of litigation experience in tort law. This professional expertise makes her uniquely qualified to offer essential support to attorneys practicing environmental, administrative agency, and regulatory compliance law and litigation.

Experience

    Research and analysis of statutes and regulations governing hazardous waste management and weights and measure standards.

    Development and preparation of compliance trainings and program guidance documents germane to hazardous waste management.

    Analysis of administrative records, and environmental impact reports.

    Research and analysis of statutes and case law under CEQA, NEPA, CWA, Porter-Cologne, and Clean Air Act.

    Trial paralegal in complex environmental remediation and breach of contract litigation involving a TPH contaminated site with a decade of site investigation and characterization, oversight by the Regional Water Board, and the imposition of an environmental covenant.

    Development of presentations for seminars, including research and analysis of emerging case law and penalty trends germane to the presentation subject matter.
